CLEVELAND (TDB) -- OPENERS is reporting Bob Ney's campaign manager has written a letter to the federal judge who sentences the former Ohio GOP congressman tomorrow. The letter described Ney as a "functioning alcoholic" while in office. It says he now is financially busted.

Matthew Parker, a former aide and political handler, said Ney would start early with some brews. ''Bob was a functioning alcoholic who would rarely make it through the day without drinking and would often begin drinking beers as early as 7:30 a.m.," the OPENERS item by Sabrina Eaton reports.
