CINCINNATI (TDB) -- The Iraqi government does not seem to come off well or particularly competent at providing essential services, guaranteeing the security of its citizens, or reconciling a society ripped apart by religious, political and tribal tensions. At least, that is the picture that comes into focus if one reads through the complete text of the initial assessment report (pdf) released by the White House today.
The 25-page report is worth wading through, even for those who are not policy wonks. While this wasn't part of the assessment, there was a clear statement of the common U.S./Iraqi goal as defined by the Bush Administration: "A democratic Iraq that can govern, defend, and sustain itself, and be an ally in the War on Terror."
