Cincinnati Vice Mayor Roxanne Qualls Wants Bail Bond Accounting: Sees $$$$ Due City Cops To Battle Neighborhood Street Crime

CINCINNATI (TDB) -- Roxanne Qualls heads the City Council's budget and finance committee and is looking for every penny available to close a $60 million budget gap.  Qualls has written Republican Clerk of Courts Patricia M. Clancy seeking a "formal accounting of cash bonds that are uncollected and the amount due to the CPD" -- Cincinnati police division.  The letter was hand-delivered to the clerk's office last Friday.  So far, Qualls has not gotten a response.  The Daily Bellwether has been reporting for nearly two weeks that Hamilton County judges have ordered cash bonds forfeited and that more than $4 million could be due and owing. Some of the uncollected bail bond money dates back to the mid-1990s.

 Meanwhile, there is a new twist to the bail bond scandal that seems to involve missing records.  Last week, the clerk of court's office released a computer printout showing it had 56 separate felony case where forfeited bonds had not been collected. But it now appears the list wasn't entirely accurate.  Perhaps there was a book keeper error, perhaps a mistake.  Or maybe the public records are just not up to date.  Or maybe something was being hidden.   


Judgment Missing from List 
 The Bellwether noticed that Case No. B-0802589 was not on the list made public last Thursday. The list was released in response to a freedom of information request filed by Hamilton County Democratic Chairman Tim Burke, who asked to see every forfeited bond that was owed. There is a $100,051 judgment for a forfeited bond in B-0802589 that was put on the books last year. The judgment has not been cancelled, according to county records. The case involves a convicted sex offender -- now a state prison parolee -- who failed to show up on court on charges that accused him of failing to register in Hamilton County. Interestingly, that offender had been shipped off to prison in an earlier criminal case, B-0403402, decided by Hamilton County Common Pleas Judge John Andrew "Skip" West. The plot thickens a bit because West forfeited a $20,000 cash bond after the defendant didn't show up for a court date. And that forfeiture is still owed to the county. Bottom line: one sex offender accounts for $120,000 in uncollected bail bond forfeitures involving two separate cases that date back six years.

  1. There are plenty that didn't make the list and the"funny" part is its always one of the brotherhood. But the not so funny part is the clerk of courts know these bonds are no good. Some of the clerks accept money to let these bonds go through. THE BONDS THAT THEY PRINTED THEMSELVES ( the brotherhood). Start complaining to the department of insurance. There is not an insurance company behind these. In other words they are not worth the paper they are printed on. I have reported this to the department of insurance but they don't seem to care what the brotherhood does, but I bet the feds do.

  2. Heres another case B1001550, how come there isn't a bond forfeiture issued for this its been sitting here for 3 months. Probably another one they made in their back room off of a copy machine. But when you are part of the brotherhood you are allowed to do anything

  3. Heres a classic B0003886 Charles Bea and Leroy Jones first he breaks the law posting the bond at 10%. No professional bondsman is allowed to post a bond at 10%. But may the word professional wasn't the correct word to use because he's surely not professional and disrespectful to the judges sitting in the courtroom (A) waving and calling people over everyday. After they all signed that order about soliciting on court house property. Then the really funny part is after posting the bond at 10% and Mr Bea skipped on Mr Jones. The clerks office let him go in and post his own personal property. So he should have paid 120,00.00 on a bon forfeiture but they let him go back in and post his own property. Then they (clerks office) had the nerve to seal the case but guess what I got copies of everything. So they broke the law not once but two times. Some funny stuff. But when your cousin is the supervisor you can do what you want at the taxpayers expense. Maybe they (tax payers) aren't laughing

I just want it known the bondsmen out there talking about a "hit" on me better beware thatI've had a confidential informed recording you guys for a long time and we already have 2 recordings of the words "hit on my life". There was several copies of this made and given to the feds and lawyers plus I have them in a safety deposit box. I was called yesterday from a bondsman from a different county saying there's a target on my back and he though I should know. Old news this has been going around for a while. I thanked him for his concern but I'm one step ahead of them. Those cowardly, lying, cheating group of so called "men" need to quite trying to bullying me, its not going to work. I'm not afraid of any of them. Right now they don't have the protection of the clerks office. Also the tapes we have of them and the clerks have all been authenticated so don't try to act like they are made up. When they hit the news it's going to be explosive and it might make national news. As the feds said they had better hope no one touches me because they know where to go.Isn't it funny 6 grown "men"( trash) can't bully 1 little 4'11" 115 lb. women. I guess I hurt their manhood, like the brotherhood. I love it, when the 20,000,000.00 lawsuits get filed we'll see who's laughing then. Perjured yourself at the Department of Insurance, everyone of you guys are facing big time in jail. You guys look good in all the videos and tapes I have been doing for 1-1/2 years.Maybe Johnny h Jr should tell you the penally for even saying anything about a "hit" on me. Come on not everybody has the luxury of having their own counsel as part of the brotherhood. I have security cameras all around the building, inside and out, even in the back to record where my car is. Good luck guys and that includes the clerks office you are going to need it. And yes you know who it is.

  8. This is like "Serpico" when she didn't want to be involved in the corruption they all ganged up on her, with all their lies. Judge Mallory just watch Mr Jones in the back of the room,calling all the people over right there on your right, back on the wall him and Johnny Jr. Same place everyday, passing out cards. Just remember the order all the judges signed (Mr. O"Brien) and there they are still soliciting. Mr Mason, who does not have a license is there soliciting for Mr. Knight, nice cards. I sent them to the Department of Insurance. Mr Jones I have lots of more cases yet to come out, several hundred. Remember all the Federal Bonds on your property, when you got in trouble for that. I remember. I have copies of all the liens against your property. I have so much on you, they should pput you away for the rest of your life

One of the big thing people are missing out on is that each bail bondsman has an insurance company backing up their bonds, ask yourself why the county don't go to the insurance company and collect on theses bonds. Why because there is no insurance company backing the bonds. These bonds aren't worth the paper they are printed on and the clerks office knows it and is still to this day letting these bad bonds go through for money. The clerks get money from the bondsman for letting them print their own bonds and being able to use them there. Pretty pitiful. They( the clerks office) are letting people out of jail who should not be out, they are not following the judges orders as they ttok an oath to do. The judges should be upset ,the public should be upset and then the police officers who are out there everyday putting their lives on the line to arrest these people and then they are getting out of jail because of the greedy clerks and bondsmen

I'm sure people just love being woke up early morning from you telling them you are their court appointed Bail Bondsman.

    Hey, Cincinnati.. did you know that Hamilton County appoints a Bail Bondsman named Debbie "Debra H". WOW what a nice thing they do? If you buy that... then you would buy ocean front property in ARIZONA!!!!

  11. Check out Julian Steel, the police officer who is appealing his trial. Leroy Jones and Ms. Steele , its a fake bond and he should never been out the firsy time yet alone his appeal. They owe more than the house is worth to a mortgage company and you can only use the equality in the house and whenyou have none it should not have been used. Then how come Mr Steele can sign his name when hes in jail, the papers show the clerk putting a big star and saying inmate sign here. The clerk shoud be fired and charged with a crime. Don't you know you cannot use your own property when you are locked up. I know who you are and I gave it to the FBI, thief and liar. As to the bondsman he does whatever he wants, soliciting every day, doing 10% bonds and then when they skip putting up his own property on the same bond. But of course he was putting up his own property all the time. When your family is the supervisor in the Clerks Office you can do anything you want. Right, but not now. How does it feel to have to be like the rest of us, who do it right

  12. I believe it is apparent who "Debbie" is. She is not trying to hide anything. I also believe she would not be stupid enough to call people and tell them she is a court appointed bail bondsman. The majority of criminals even know there is no such thing. If that is all they have on her, it is very lame

Go get a job and pay your house payments and your bankruptcy before you get put out on the streets. Quite calling the cops and getting your wife or who ever she is in trouble, when she beats you up.
