Hamilton County Bail Bond Scandal Update: Clerk Of Court Releases Printout Showing Bondsmen Owe $2M, Just $59,746 Paid

$2 million owed, pennies collected
CINCINNATI (TDB) -- A computer printout from Hamilton County Clerk of Court Patricia M. Clancy's office shows $2,053,140.90 in forfeited bail bonds is listed on the books as debts owed by bondsmen who posted sureties to get accused felons out of jail.  When the accused felons skipped criminal court dates -- or fled town -- the bonds were forfeited.  In fact, the printout shows just $59,746.37 has been collected in 56 forfeiture cases, which go all the way back to 1998.  Clancy is a Republican who took office 22 months ago -- she inherited the debts.  What is not yet clear is what is being done to collect the $2 million.  Judges signed orders -- the oldest goes back to Aug. 13, 1998 -- that should have sent the money to law enforcement agencies and prosecutors to fight drugs on the streets of Cincinnati and its suburbs.  Yet the forfeiture orders don't seem to be enforced very aggresively, and collection efforts lag.

Hamilton County Democratic Chairman Tim Burke got the printout -- which list debts owed through Oct. 14 -- by filing a freedom-of-information request last week.  Clancy's office released the list in response to a query seeking:  "Any list or compilation showing open bond forfeitures and sums owed to the County, by whom and when such sums became due as a result of bond forfeitures."

The Daily Bellwether has previously done items about uncollected bonds.  You can read them by clicking here and here. While at the courthouse yesterday, The Bellwether spoke with Clancy's top deputy, John Williams, a Republican who is running for Juvenile Court judge this year. Williams said officials haven't actively pursued collecting some forfeited bonds owed by bondsmen because of concerns that criminal court judges would set aside the forfeiture orders. He said the county would not have the cash to repay overturned forfeitures if the money had been disbursed to law enforcement agencies. Instead, the clerk's office has chosen not to collect the money while carrying the debts on its books as unpaid. There are rumors the feds are investigating, but those rumors remain unconfirmed. The Dems sense scandal in the air and are likely to press the issue in the days ahead. Stay tuned.

  1. That is the tip of the iceburg, the Trembeling man owes over 2,000,000.00 his self and going up everyday. He's suppose to be paying interest on all those judgements, hows he going to even afford that. Now what about the taking of cases off the list. yes removing them to make things look better. When you are around 80 years old and have to support your girls( and I do mean plural) then you can't pay the judgements or the interest. It's a crying shame when there is shootings everyday and the laying off of policemen when you have these crooks running the clerk of courts. Taxpayers should revolt against the clerk of court because indirectly we are supporting this 80 year old man and her ladies

  2. You know who the problem is, the fiscal officer who oversees the bonds. Where was he when all of this has been going on. I guess getting his palms greased too.

  3. I just love it! 80 years old and paying 2,000.00 a month, when he feels like it, then accumulating more than 250,000.00 per year. He would have to pay 10,000.00 a month just to stay up with the current. The county has no way of ever collecting this money. He'll be dead and then how are they going to collect. Mr. O'Brien even said he has nothing, just a small home that is still in his dead wife name and lots of IRS leins that would be paid before the county. He doesn't pay IRS, the state taxes or his city taxes, so why keep letting him live off of the taxpayers. He's old enought to collect his social security whats the county going to get out of that. He probably didn't pay into social security neither and the county will have support him.

  5. I hope you realize that this just didn't start they have been doing this for a long time with the protection of the clerk of courts, who are receiving the bribes, and Ms Clancey's right hand man, the fiscal officer. Don't you think as part of his job he would know whats going on and keep Ms. Clancey informed. But when you're one of the guys, the brotherhood of bondsmen, you protect them. Including perjuring yourself. These bondsmen lied under perjury on their applications to the State of Ohio Insurance Board, Mr Johnny Cochran should have advised his clients of what perjury. Then they had their customers lie about their property and they are facing 6 months for each time they lie on the property slip. Then your clerks, the front line clerks and there are 3 of them for sure plus the other one you already moved because of Mr. Trembeling man, LENNY. You had proof back then 2 years ago what was going on between the Trembeling man and the clerks office, but you only moved LENNY and you still left the Trembeling man in there to do all his bribery. I have given all the names to the proper authorities. WE NEED THE STATE ATTORNEY GENERALS OFFICE TO APPOINT A SPECIAL PROSECUTOR. Let me tell you this if a bondman told me to lie on my property I would find one who never asked me to lie, but some people want their loved ones out of jail and maybe don't care how, but I would be suing the clerk of court for letting their front line clerks being involved in this. Just remember these words from our buddy the Body Builder Mr America "they trust me over there but they're not stupid" and "I can manipulate things over there" Then theres the Trembeling man's own words " I've been doing this for years" and "I've did this a hundred times" They did this so openly they knew nothing would happen to them because they have the protection of the clerk of courts, even the supervisor who's been there for 20 years or more. Just think how much he stole in all that time. I wonder if he reported this( extra income) to IRS, but don'r worry I have along with the statements from the people who witnessed this. Now you know why I wonder who is running the clerk of court's office in the jc. Ms. Clancey has heard the tapes and still lets the crooks in there every day. Her clerks were collecting pay from her and the bondsmen, what do you call that "double dipping". I call it a conflict of interests. See you on the news

  6. That order signed by all the judges isn't worth the paper its printed on, every day Mr Jones sits in your court room calling people over, just look to your right against the wall Mr Jones and Johnny Cochran Jr sit there everyday soliciting. Then we have the new one who doesn't even have a license Jermaine Mason, wheres Mr O'Brien at now, but its okay for them cause he"s with the brotherhood. He works for Wayne Knight and if you want cards I have them. But the insurance board don't care about them they are allowed to do anything they want, the brotherhood. Ask Mr Jones wheres the bank robber who works for him. He's on parole for robbing banks but Mr. O'Brien lets him pretend to be a bondsman passing out cards for 3 YEARS this has been going on. But when you pay money to them it's okay. I have some good videos of all the transactions, I guess nobody cares, he's with the brotherhood. You should put security cameras in the vending room I have 2 videos of the pay off's between your employees and Mr Trembeling man and The Pleatherman, aka the Skipper. Tell them they take good pictures and guess who has them, yes the FBI. I especially like Mr Jermaine Mason's card"Contact me for professional and efficient service" Just make sure you give me enough time to print my powers of attorney on the printing machine. It only takes a few minutes to run them off, when you make your own. Thanks Mr Knight for the tip on the Trembeling man printing his own. Thats why he owes the county all that money the powers were printed by him

  7. Heres one to check into B-1003140-A. Mr Hirsh talked to her and she was going to 3 way the bondsman but guess what he wouldn't talk. Wonder why , one guess the bonds one of the no good ones and he was let out of jail ill-legally. Check the property, it doesn't take a rocket scientist to figure, the brotherhood strikes again. Another one ill-legally let out of jail, but no one cares, because they pocketed the "tips"Johnny Cochran Jr ought to cover his tracks better

  8. Hey Johnny Jr yes I know and yes I've told everyone. Jail time is coming for all of you. You can't bribe the feds like the clerk of courts. You'll look good in a prison stripes and maybe they let you carry your briefcase so you can pretend like you are a lawyer. HaHa. Then maybe, being who you are, or is it who you like to pretend you are, they will give you a nice prison like suit If I was you I'd get rid of that ugly mercedes and pay for my house before it gets sold at sheriff's auction like your buddy, the Body Builder.
